ERGONOMICS AND RESULTS IN THE PUBLIC SECTOR: THE CASE OF THE MUNICIPAL SECTOR TREASURY OF ST MATTHEW

INTRODUCTION

Ergonomics is a professional attitude that is added to the practice of a profession defined. In this regard one may speak of a doctor ergonomics, a psychologist ergonomics, a designer ergonomics and so on. This professional attitude stems from the definition established by the Brazilian Association of Ergonomics, based on a global debate:

Ergonomics aims to change the systems of work to suit the activity it contains the characteristics, abilities and limitations of people with a view to its efficient performance, comfortable and safe (ABERGO, 2000).

The first studies on the relationship between man and the work lost in the beginning of time: in archaeological terms, it can be shown that the chipped stone tools are miniaturizaram, a process of improving maneuverability and had a productive result, the efficiency gain hunting and gathering. The gain in efficiency of hunting allowed a new form of division of labor, women can better engage babies and thereby reducing child mortality (Meirelles, personal communication). There are also in the Louvre papyri denoting recommendations on ergonomic tools for building construction, as well as drawings of organizational arrangements for the construction site of the pyramids.

In its classical sense, Ergonomics sought to first understand the human factors relevant to the design of tools, tools and other paraphernalia typical of human activity in a professional environment. Later it sought to understand, tabular, organize data on the human factors that should be considered not only for the instruments, but for the systems design work, such as assembly lines, control rooms, the management positions of machines (cockpits) and so on.

The ability to update and solution of their problems is the main goal of the top management of companies. However, this is not an absolute truth leaving room for the failure of many organizations. It seems that much of the blame comes from the little knowledge in various aspects of the organization as well as the low valuation of the details of the dynamics of the completion of work processes.

We know that there is no possibility to change basic parameters without considering how the organization’s culture and context in which it is inserted and as references, the realities in which they conduct their core processes. This is reflected in general, but is clearly evident in the various jobs and the rules and procedures governing the activity of people.

Hendrick (1987a, 1987b), points to the perspective adopted by the macro ergonomics considering some of the problems mentioned here, and proposes a range of globalizing labor situation by increasing the overall system. This range includes the field of ergonomics design problems identified by the organization, and relies on the sociotechnical. As highlighted HENDRICK, it is possible to achieve the design of an ergonomic workstation, and fail completely on the adequacy of the overall system efficiency which should help.

As a first step to establish an organization must know the principles and bases, where it should be structured. In examining the work of Taylor, who is entitled Principles of Scientific Management, found that before announcing his principles, Taylor analyzed the traditional administration which in his opinion, worked with the mechanisms of “initiative and incentive.” “The more experienced administrator leaves, thus the choice of the worker, the problem of choosing the best and most economical method to perform the work.

“It believed that its function is to induce the worker to use his activity, the best effort, traditional knowledge, skill, intelligence and good will – in a word – his own initiative, to provide greater income to the boss.” Following this initiative, the administrator should provide an incentive that could take many forms.

BACKGROUND

It is common to relate to the public servant to the lengthy, slow and demotivation. However, from the democratization of the country, especially with the rise of President Fernando Collor (1992), there was a real shift in paradigm. In the field Normal School, the principle of efficiency was raised to constitutional rule. State enterprises were closed, other privatized. In a frenetic pace, the machine was to dismantling public and, consequently, the motivation of the remaining servers. In this context, news began to circulate about the involvement of ministers and personalities of the negotiations and huge dishonest schemes shenanigans involving the president and his political allies.

This became a chaos for the entire nation, for all that is believed to improve a country ended up causing discomfort and lack of incentives for any way to ensure security in jobs and investment potential.

Thus, this research is of great value to public officials, it aims to improve their working environment, likewise, is relevant in the academic, it further refines the knowledge on the subject, serving as a support for further investigation . Finally, of relevance to society, because the public service is not an end in itself, but it has its reason in the common good, and serve the entire population.

With that ergonomics is a discipline for action on the real, and as such is expressed particularly relevant to the projects of physical changes in technology and management. The ramifications of an ergonomic intervention within science and technology can be many, but which gives an action in the workplace, the character of ergonomic intervention is the result materialized in a project implemented changes for the better.

Thus, a seemingly insignificant action whose outcome is the redefinition of the purchase of furniture specifications (Saints and Palmer, 1992) is ergonomic in that it achieves a good result in terms of changes in the work situation, conversely, a detailed and profound reflection interesting about the psychic dimensions of train rail without practical impact (Moscovici, 1977) does not feature an ergonomic intervention.

However, the specialist interfaces is the person who makes a bridge between one field of knowledge and another. Without being an expert in human factors – and there are many ma biomechanics, physiology, experimental psychology and more recently in the field of systems engineering – neither responsible for the technology or the organization, the ergonomist is, however, the person capable of solve the interface. To do this requires a focus on their discipline.

The focus of ergonomics is to sustain that change the system work realistically and effectively. In fact treat will be a process where the ergonomist brings expert knowledge, but also participatory, where the various technical knowledge, operating and maintenance must act to implement a good solution. Ergonomics helps with suggestions and conducting teamwork bringing results of a study of a situation.

OBJECTIVES

PARAGRAPH OF PRESENTATION OF OBJECTIVES, citing a DEFINITION AND SAYING THAT FOR A BETTER UNDERSTANDING, THE GOALS ARE DIVIDED INTO GENERAL PURPOSE AND SPECIFIC OBJECTIVES.

General Purpose

Identify how ergonomic tool is able to influence the performance state of the server functions of the Department of Treasury of the City of St. Matthew.

Specific Objectives

  • Identify the relationship between motivational state and quality of work life of the servers for best performance in their duties.
  • Investigate what are the main motivational factors that currently exist within the administration for better performance and efficiency.
  • Deploy the tool ergonomics in order to influence the quality of work life of employees in the internal environment of the treasury.
  • Knowing the HR policies applied in the Department of Treasury of the City of St. Matthew.
  • Building strategies, prospects for achieving changes in the internal environment and seeking the return of the external environment.
  • Search to manage the impact of possible revelations and argue about the realities and materialities clearly presentable within the organization.
  • Deploy a solution through the tool ergonomics, to better fit the needs of people within the performance of the functions of a desktop.

PROBLEM

Which prospect of intervention that should be addressed for a better solution with a new implementation of a situation that keeps many common features with the current situation and routine public sector that can ensure a benefit to come in the use of ergonomics as a tool action to the whole context and job analysis and systematic checks outlined as necessary for the change in performance improvements in the area of ??treasury of the City of St. Matthew?

Missed delimit the subject;

The specific objectives will hinder more than help. They should be steps that followed, they leave you closer to the overall goal.

The questioning is confusing. Just a research problem – a simple question, which derives its main objective.
