THE PROBLEM AND REVIEW OF RELATED LITERATURE
Introduction
Assessment has always been an integral part when it comes to instructions. It is very
important on the part of every teachers for this is where we determine whether teachers have
met the goal of education. It does not just assess the students decisions about their grades their
instructional needs, but it also assess the teachers as to whether They are teaching the things
that they think they are teaching? To have a set of common goal, Lala National High School
have come up with a departmentalized examination to measure both teachers and students, for
teachers, It will allow them to focus on a specific area of competency. For students, it will allow
them to receive the same instructions as to the level of learning is concerned.
Departmentalization may sound new to the division of Lanao del Norte but it is actually a
common organizational structure in American secondary schools (Rossi & Montgomery, 1994)
Apparently, in the advent desire of the educators in Lala National High school, the school
now implement the departmentalized exam. The first ever departmentalized exam happened in
school. Much speculation then arouses when the first departmentalized exam held on August
was formally delivered. It is therefore, the purpose of this research to determine effectiveness of
classroom assessment, and this will then assess the teachers and the students to improve its
Academic achievement. Following the learning competency provided by the central office of the
Department of Education.
DepEd order No 73 series of 2012 mentioned about the standards based assessment and
rating system shall be implemented to support the progressive roll-out from kinder to grade 12.
Its primary Purpose is the assurance of student progress to attain the global standard.
Furthermore the department also stressed that standard-based assessment will ensure the teacher
to teach to the standard and student will aspire to meet the standard ( Purpose of
Evaluation Deped Or.73 s.2012)
On the levels of Assessment the learning results are characterized as to level of
Knowledge, aptitudes, Understanding, and Products and execution. The outcome will then show
up on the class record of the educator.
REVIEW OF RELATED LITERATURE
This part shows the related writing and studies after the intensive and in-
profundity look done by the specialists. This will likewise display the combination of the craftsmanship, hypothetical system to completely comprehend the examination to be done and ultimately the meaning of terms for better perception of the study, this will likewise radiates from the theories that having departmentalized examinations in Lala National High School will bring down the performance of the understudies in lower sections. This will concentrated on the execution of the understudies in Araling Panlipunan. Be that as it may, the study was done after the implementation of departmental exams in Araling Panlipunan.
ASSESSMENT
Appraisal is a sorted out reason for making decision about the learning result of

In UK there they developed a teaching and assessment strategies in research literature
for the students to tell about the influence of assessment on student learning, These will then
help the department to create a suitable assessment strategy and learner-centered assessment
practices in order for them to meet the Quality Assurance Agency(QAA) general principle on
assessment. (Chris Rust 2002) Assessment of Learners achievement is really very essential to
instruction , and that the aim of assessment is to improved learning. This is according to
Norman E. Gronlund
Assessment is the framework in which an educational objective is set. It can be basis for
educational planning for the next steps to meet the learners need.(PJ Black 2003)
SUMMATIVE ASSESSMENT
The objective of summative appraisal is to assess understudy learning toward the end of an
instructional unit. Summative appraisals are regularly high stakes, which implies that they have a
high esteem point. It has been predominant that summative evaluation has an awesome effect on
understudies learning.( Francois J. Cilliers , Lambert W. Schuwirth , Hanelie J. Adendorff
Nicoline Herman , Cees P. van der Vleuten May 2010) Summative appraisal will help the
educator to scale learners yield toward the end of a reviewing period, as if educator’s desires to
assess learner’s abilities, fulfillment and academic accomplishments, a summative result are
recorded as the learners score or evaluations that will now show up in the instructor’s class
record. (Seth Wagner Apr 9,2015) Coach Seth encourage stresses that Summative evaluations
help us manual for enhance educating system. Educators utilize distinctive showing system
inside the classroom. Summative appraisals can push educators to plan and change showing
strategies from year to year. Beside the educators, Admistrator alike can enhanced the
educational programs, Standards-driven direction assumes an indispensable part in school. The
summative appraisal demonstrates a proceeded with crevice between understudy information and
learning result. Schools may improved the educational modules wanting to fill in those
gaps.(Wagner, 2015)
OBJECTIVE OF DEPARTMENTALIZED EXAMINATION
The departmentalized examination of Lala National High School has no written
memorandum, but it is the School head prerogative to implement this standardized assessment
which anchor on the Guidelines on Assessment and rating of Learning Outcomes Under the K-12
Basic Curriculum (DepEd Order No.73,S 2012) stipulating the Standard-Based Assessment.
With the departmentalized examination, teachers will find no reason of her/his delayed in
delivering the instructions. All the teachers in each department have the same level of learning
competencies. School Head was assured that the Learning Competency per subject area was met

As shown in the schematic diagram, the main objectives of the study were to evaluate
whether the Departmentalized Exam of Lala National High School is Effective in the Learning
process of the school.
THEORITICAL FRAMEWORK
This study is moored on the hypothesis Vygotsky (1978) that at the heart of this
evaluation period is the acknowledgment and think thought of the learners zone of
proximal advancement. “the separation between the genuine formative level as dictated by
autonomous critical thinking and the level of potential advancement as decided through
critical thinking under grown-up direction, or as a team with more fit associates” (Vygotsky,
1978,). the zone of proximal headway negates the use of government authorized tests as a
techniques to gage understudy understanding. Vygotsky suggests that rather than assessing
what an understudy knows to choose understanding, it is more valuable to balance their ability
with self-sufficiently deal with issues with their ability to deal with issues with the assistance of
some individual who has a data of the subject.
Statement of the Problem
The purpose of the study is to evaluate the effectiveness of the Departmentalized examination students of Lala National High School. Specifically, the study sought to answer the following questions:
1. How effective is the standard-based assessment with regards to the learning outcome of the Learner?
2. How concrete are the test scores submitted by the teachers in order to meet the time
table of the learning competencies mandated by the central office of the Department
of Education?
Scope and Limitations of the Study
The study was conducted at Lala National High School south at the second congressional district of Lanao del Norte. Which is the biggest School in Lanao del Norte. The study focuses in Araling Panlipunan Department.
Significance of the Study
The result of the explored to the following:
Teachers of Lala National School to get updated and keep in track with their lessons, to meet the budgeted learning competency from the curriculum guide provided by the Department of education.
Students. This study will also assure them of better classroom instructions and quality Education.
Future Researchers. Future researchers may use the information found in this research to further study the effectiveness of conducting a departmentalized examination.

Method
This chapter describes the research design, research locale, respondents, sampling techniques, research instrument, data gathering procedure.

This study was conducted in Lala National High school of the Division of Lanao del Norte, municipality of Lala and situated in barangay Maranding.
Respondents
The respondents of this study were the Secondary High School learners and the teachers of Lala National High School.
Data Gathering Procedure
The researcher got the data from the randomly selected teachers and students of Lala National High School .Researcher used writing materials to write all the observation they gathered during the conduct of the study.
