1. A Construction Engineer is one who is responsible for the management of construction contractors performing work during the execute phase of projects. The Construction Engineer will provide Quality Assurance and monitor the day-by-day construction quality control activities performed by construction contractors to verify compliance with the contract plans and specifications. He will also manage, coordinate, and administer all QUALITY CONTROL activities and requirements, including those of subcontractors to the Construction Manager.The primary basic objective that a construction engineer should have when carrying out a construction project is to maintain compliance with the safety-assurance plan so that work is accomplished in an environmentally sound manner using safe work practices.Also there are some secondary objectives of the construction engineer that he has to take care while during in a construction project.Some of these are,

i- Lead the “authorization to proceed” process for contractors.                                                                                   ii- Provide input into the scheduling of projects to meet the client’s required deadline and maintain   construction resources to acceptable levels                                                                                                             iii- Participate in engineering package reviews during the select, define and execute phases of projects and    provide constructive input to the design team                                                                                                          iv- Ensure equipment and manpower resources are being used efficiently

Many owners of private organization have required prime contractor like Quality Control Manager and Quality control contractors for active role in the control of project quality.Many owners are including language in there condition of the contract requiring the contractor to develop and maintain a formal quality management policy and program and to apply this quality control in the owner’s project.The Effective Quality Control requires a serious and concentrated effort on the part of the supervisory and inspection personnel.So, the owner has to keep in minds some steps upon which the quality control is depend.

• Preparatory Phase Meetings: Quality Control meetings will be held before each definable feature of work to ensure that the documentation is complete, materials are on hand, and the people who are to perform the work understand what they need to know about the feature of work. Both the actual contract specifications and those referenced in the contract specifications shall be in the Contractor’s library and available to the Quality Control inspector(s). If the Quality Control inspector(s) does not have the required specifications, they cannot know or enforce these provisions.

• Initial Inspections: Quality Control inspections shall be conducted by the quality control manager that is hired by the owner at the beginning of a definable feature of work. A check of the preliminary work will determine whether or not the Contractor, thoroughly understands and is capable of accomplishing the work as specified.

• Follow-up Inspections: Follow-up inspections, also conducted by Contractor’s quality control staff, occur daily when work is in progress and are for the purpose of assuring that the controls established in the earlier phases of inspection continue to provide work that confirms to the contract requirements.

• Check and Balance: All facts are to be recorded in the quality control daily reports. Make sure that adequate and accurate records of facts, materials, labor and equipment associated with the claim or dispute are on file.

3. Difference in between construction through conventional contract system and construction through management system

1- The primary condition in conventional contract system is that the owner hired only a signle contractor for facilitating the whole project with out any project inspection or inpection manager. 1-The primary condition in management contract system is that there is no such a single contractor and the project is kept on the shoulders of construction manager who then manage all the project under which contractor perform his jobs

2- In conventional contract,a lump sum amount is prepared for the 100% completed drawing,so that the project costs is less than the bid cost. 2- In management contract,a fix amount is established,so that the owner and contractor share a common objective to get the best price with same goal.

3- In conventional contract,there is such no sense of flexibility.The disicion are taken only in one time. 3- The construction contract system provide a mean to allow flexibility for an owner during the development of the facility.

4- The contractor does not pay attention to the Project Price that may be exceeded because a lump sum amount is committed between the contractor and the owner. 4- The construction manager keep checking the Price from the design phase upto the whole project in order to keep the project with in a budget.

5- The conventional method might consume much to finalize the project 5-The project is completed in a given interval of time.
