1.Introduction
The world faces a major challenge in this era of globalization that cause people no longer feel safe even in their country. Nowadays, news about bombings and bloodshed have become mandatory in the world news media that has caused people to feel that way. It depends on how people manage to adapt with that kind of news. But ultimately, United Nations plays it important role to maintaining the world’s sustainability. United Nations is organization that can help the world to promote justice and peace and also preserving human rights throughout the world. This unique organization is not like other organization. This requires to work with various of languages and also nationalities. As for the global issues, the United Nations become the forum that crossed the state border and help countries in needed. (Towards a more effective United Nations, 1991) They are committed to achieve 17 goals to transform the world. Example of the goals are zero hunger, decent work, economic growth, good health and wellbeing, peace, justice and strong institutions, and sustainable cities and communities (United Nations, 2016).
On year 2015, the UN organization celebrated its 70th anniversary but the United Nations worried because the list of global challenges has zero sign of improvement. But still, the United Nations determined to create other ways to improve now’s planning. In fact, the United Nations also uses some unique technique such as YouTube as an online media to connect with citizen around the world. Where the organization can deliver messages or moral value from videos or audios. This kind approach is more likely to effective among today’s young people because they have been vulnerable to gadget since birth and also save time and budget.
2.United Nations ultimate challenges.
As the global organization, the United Nations plays the important role in discussing current issues that transcend national border and created a way to address the problem to help countries in needed. This is to achieve their goals that is to promote justice and protecting human rights. On the other hand, nowadays many problems have start-ups to threaten the world peace and makes people around the world feel they are not secure even though being in the country of origin. As we know, the newest issues that related in many aspects such as international terrorisms have led to compromised nation security in a dangerous level. Nonetheless, it did not dampen the United Nations enthusiasm for finding a solution to this problem. Despite, there are many other challenges that United Nations faces today for instance climate change, AIDS, Ebola and many more.
2.1 International Terrorism.
The effect of terrorism in a country can cause severe pain and suffering among citizen. This effects can cause them to traumatize and cause one country to not develop. Ben Emmerson, Special Rapporteur in a Human Right Council argues the violence against human rights caused by terrorism. He also proposed the use of instrument recognizing Human right of the victim of the terrorism to protect themselves and revive losses countered. He said that the victim of terrorism need to approve their recognition of their human rights so people can open public eyes and see what they had been though. All they asked not more is to protect them from more abuse and provides adequate support and reparation. This proved that the United Nations committed to ensuring world peace and defense of Human Rights for all terrorism victims throughout the world.
Based on the graph below, it is shows a sharp increase over the number of death caused by terrorism in 2011 to 2014 for certain state and rest of the world. This extreme increase caused all human kind to gain worries about their upcoming future. Not like the previous years, the number of terrorism become more wild than before.
2.2 Ebola
The Ebola disease has struck citizen of West Africa many years ago and now there are thousands of citizen are killed by it. This disease can easily spread without counting the age and also the gender. It can be fatal almost 90 percent of anyone that having the disease. The Secretary-General Ban Ki-Moon said that the United Nations will be always to give commitment to Guinea, Liberia, Sierra Leone’s government to overcome this disease. This to achieve its goal, United Nations dedicated to tackle Ebola disease from widely spread. The World Health Organization(WHO) is under the United Nation’s system experimented to make vaccines to heal Ebola disease. The result of vaccine very surprising when the vaccine is confirming to highly effective and it can be the new start for West Africa citizen to be zero Ebola disease. (UN News Centre, 2015)
Today, the result of the vaccine makes the West Africa to zero Ebola. This is proved when the last person in Sierra Leone that been effected are free from the disease. However, the World Health Organization urged the West Africa to be aware and prepare for the risk of Ebola to strike again. At the present time, WHO continued to serve whatever time to maintain now health and also the future to act as a prevention for the future outbreaks (WHO Statement On End of Ebola Flare-up in Sierra Leone, 2016).
2.3 Undependable funding.
Various of United Nations agencies and humanitarian operations are all are depending on donations. But on the other hand, the fund raising are not enough for the operations. This caused by many other crises are need the same attention as the United Nations operations. This severe increase in world crisis causes the direct donation from the public are reducing day by day. Even though the member donates to the regular budget. somehow the fund does not cope all payment by some chronic countries. This undependable fund caused the United Nations to not maintaining their ability to serve countries that having conflicts. For instance, there was the time when the United Nation had suspended food giving for the Syrian refugees because they have not enough fund to cope the expenses. The reason the operation has be delay because the donors not committed the channel fund for the operation.
2. Secretary-General should be Cornerstone of the United Nations.
. The position of the United Nations makes the most unevaluable asset as the diplomatic central network. The Secretary-General must have the personnel skills to conduct the organization because the organization are highly known by its goal to transform the world to achieve it sustainability. Ban Ki-Moon, the head of the United Nation organization urged leaders around the world to be prepare for the world challenges. He said the challenge that have been stated above have given concern to organization.
2.1 Mediator
A secretary-general is mediator when it comes to war or conflict between two or more countries. As the head of the organization, the secretary-general must come up with a solution or decision to reduce the level of issues from being at it peek. Moreover, also a Secretary-General must act to be as a negotiator to confront with the countries that having war such as war between the countries of Israel and Palestine. The conflict has been since as long as the head can remember and as the Secretary-General should not be bias with one side. In my opinion, the secretary-general must negotiate with them in a conference or having a forum between them so public will be more open to choose the side that they think more suppressed. He also must consider the rights of war victims so the victim’s right can be preserved during the war ended. The reason why their rights must be protecting are to protect them for any further abuse during the war and preventing their country from further retreat from the current economic.
2.2 Promoting Democracy
Democracy promotes it freedom concept or principle in human right in making decision in life. As the Secretary-General, he or she must play the major role in promoting the equality among people around the globe. Some of the reason democracy did not work in certain countries are some people believe that women have low prestige. They also think that women need to stay at home and watch over the kids. Then, they were forbid to have further education or take part for selection. Their way of thinking make the women feel they are useless to the men. However, it is the role of the Secretary-General to change their way of thinking and create equality between them. Secretary-General proudly creates the United Nations Women to highlight the women s’ right and equality. Furthermore, Eritreans living in fear since the goverment started to control since their indepence that have been more than 20 years. This is relates to lake of democracy among the Eritreans. It has been “rule by fear” by the goverment of Eritreans when involving violance of human right thoughthout their reign. The chair of the Comission of Inquiry on Human Right said “ to have a better way of living the Eritreans are forced to leave their hometown to run away from fear” in a General Assembly involving the Human Right in Eritrea(United Nations ,2015). Nonetheless, “problem arise when the procees of fleeing Eritrea when unaccompanied chilren a highly expose to risk of abduction and abuse during seeking for shelter in places including Europe” said United Nations rights envoy.
3. Quality and Discipline of a Secretary-General
First of all, as the head of the organization, the Secretary-General must first have to separates between personnel gain and responsibilities when perform duties to serve various of country. In my opinion, one should not be bias with certain country nor religion because this bias attitudes will cause smaller the scope in the United Nations way to achieve the “core goal”. The reason why the Secretary-General should not have the attitude is when on religion need it justice in defending themselves for being mayhem by other religion. Countries that could serve as an example is Thailand. Rohingya Muslim there is also suppressed and killed by other religion. Their wife and daughter are being rape, the husband and babies are being killed without mercy. Is there still hope of justice for them? Many of the Muslim are now refugees at certain counties to run away from the cruelty of the other citizen back at their origin country. Even so, the Secretary-General need to sense of humane, also need to take more drastic measures to help people in needs such as operations to stand for the right of the refugees. Every refugee need to have their right to have save shelter, all necessaries and also away from any kind of abuse.
Moreover, academic knowledge is now crucial as to make quality decision-making and also to engage in practical conduct. With the sufficient knowledge, the head of the United Nations be able the right planning to conduct certain operation and also funding management to be able to function smoothly. This is because every operation that being constructed need to have it pros and cons during the time the operation is held. For example, of failures is almost 1.7 million Syrian refugees disappointed when the World Food Program are force to suspend because the United Nation source of donation failed to give commitment. This failure is far from the United Nation goal that is make the world to be zero hunger telling the planning of the operation is not effective. In my opinion, the Secretary-General must stand by with a “Plan B” so avoid this kind of issues happen. So, the citizens are not experiencing any loses toward any of the operation.
The Secretary-General, Ban Ki-Moon are putting all of his effort to create new measure to improve its service to be more transparence is sense of responsibility of the head of the organization toward to serve the people more efficient way. Many operation involving the peacekeeping operation undertaken by the United Nations under the command of Ban Ki-Moon
Conclusion
In a conclusion, there are so many challenges to consider by the Secretary-General to obtain more information to engage the construction of certain operations. As a result, a good leader must know how manage his or her strategy with a proper knowledge related the newest issues and knowledge to obtain more efficient strategy. This is because as a normal human being, a Secretary-General has no predictive power to predict what will happen in the future. Nonetheless, a good leader must be preparing for unexpected problems in the future. Moreover, in this modern era, people needs a quality leader better than leader that have his or her own personal gain. So, organization that involve should have strict rule in selecting the best leader with the qualities suitable for any job qualification. As the leader, a leader should also have the ability to judge a party so that the oppressed will be taken care of right. If the leader took it for granted, the world will be filled with cruelty and corruption. Thereby, the 17 goal that have been set up by the organization will be not met their goal in the future. Last but not least, quality should be applied by the head of the United Nation is integrity. Hereby, integrity will prevent leader from fraud and corruption. This is because this era many dishonest leaders take advantage from others. As a friendly advice, Ban Ki-Moon the current Secretary-General need more improvement in planning in emergency operation or funding operation. This include takes more serious action in helping more refugees which is include people in Palestine.
