The United States has had an immigration issue for quite some time.  Immigration law are in motion and there a many way to obtain citizenship in the United States. So what is the problem with immigrants and why are they crossing borders illegally is the main concern for the government and the citizens of the United States.  Immigrants will get caught at some point in time and the process of hunting them down, storing, and deportation cost to taxpayers is adding up. Most Americans feel it is time to fix the immigration system by sharing the cost with the other country(s) and some kind of prosecution for breaking the law is part of the solution.  The countries from which the immigrants come from should be responsible for their citizens and punish those because they are breaking the law and it is not right for any cost to fall into the hands of the American people this is why they should be put to work, pay a fine, and ship them back to their country.

Breaking the law is simply that, breaking the law.  Prosecution is an action well known in most countries when a person breaks the law.  There are 100,000 “undocumented” immigrants from Puerto Rico count in 2014 and Obama had passed a reform on immigration that would allow them to apply to a program.   The program dictates a three-year deferment to work and must have U.S. citizens as children or that are lawful residents.  The other detail is that they had to have been in the U.S. since January of 2010.

The numbers added up fast and it was up to the individual states to approve the proposal for the program called “Deferred Action for Parents of Americans & Lawful Permanent Residents”.  given by President Obama.   It came down to the states winning the fight against the reform program because the states did not fill the President was acting within his authority.  The Supreme Court’s role is all this is to hear appeals of the states and the president which is to happen in April and again in June this year.  Let us not forget the Supreme Court is power.

This plan will also help legalize their status as workers in industries as crop picking, cleaning and construction because of the scandalous actions behind stealing their money.  Illegal activity would halt in this case.  This is a plus for the immigrants and their families (LLORÉNS VÉLEZ, E. 2016).

Immigration falls in the hands of federal jurisdiction financially and should not be a burden on state’s capital budget. That states have their concerns about the financial burdens associated with the immigration process and the implications.  

Texas borders Mexico and continues to fight the imitation population.  The illegals come in bunches costing a Texas family unit approximately $725 a year and the state collects from the taxpayers an estimated $4.7 billion a year to illegal immigrants.  This cost pays for education, medical care and jails.   As living cost and cost of the economy go up so does the cost to house and feed and provide medical and education to these people.  Most Americans cannot afford medical, education and housing for themselves and yet the government wants to give the taxpayers money to talk care of people that do not belong here. On education alone just in the U.S. there is an estimated $4 billion a year spent on immigrant children for ages to 12th grade and Texas alone will own up to 11.9 % of the cost for illegal children.  Another concern is health care cost for the illegal aliens. Funding their medical cost is costly and should be reformed as if they are coming in for health care this is time to ship them out.   If you are unaware of the rising cost of medical that we pay for an American family just think what we pay on top of that for the illegals, it is up to $520 million a year.  Housing cost is another expense that continues to rise and for most illegals they are thrown in jail with or buildings that house people.  These cost include cost for law officers, court systems, and so much more costing taxpayers around $150, million a year The costs of illegal immigration to Texas / Federation for American Immigration Reform, 2005).

The major cost is just the beginning to the them racking up charges to the U.S..  Many immigrants do not speak or write english.  Translation is required and there are pregnant women  which cross the border just to have a baby, thinking the baby will be a citizen because it was born on American soil.  Welfare programs help Americans because the illegals are taking there jobs the situation is the burden on all Americans and costly.   Hiding immigrants is breaking the law also and with some locals shealthering thim in sancutaries cause an on going issue which allows these immigrants to stay and not get caught.  Texas has gone as far as to offer children of all status to have a k-12 education, but draws the line there.  The problem is if the state(s) wish to offer such or any benefits they should not expect the federal government to assist with funds.

According to The costs of illegal immigration to Texas / Federation for American Immigration Reform, 2005 “Texas had the fourth highest proportion in the country of illegal immigrants in its population in 2000” (pg. 2).   Illegals were just over a million in numbers calculating 5% of Texas’s total population.  This number has tripled from the previous eight years when the count was taken 1992.  This number did not include the long term or agricultural workers that were illegals that had amnesty in the state.  This half a million extra people take jobs from Americans, money from Americans and places to live from Americans.   There is not end to the cost to the American people.  The Government and the States each get their money from the taxpayers, which are the American people.  It is time for the American people to vote on how they want their money spent.

Welfare state assistance to illegal-immigrants have been assessed offering $151 yearly per household (Camarota, 2003).  

Studies have found that households of illegal immigrants have risen to 49% which is 19% higher than Americans.  The legal status Immigrants using welfare programs such as food stamps, cash, housing, and medical programs still compare higher percentage than Americans.  Because the illegals access one or more of the programs they are ultimately living on the taxpayers’ dollar. Let’s remember the border crosser that intentionally dumps a new born, the parent receives welfare to care for the new born.   The new born is now called or considered to be foreign born and still is not authorized to be in the U.S. legally.

Lower earnings from the American people contributes to less taxes paid to the state and government causing a rippling downhill effect.   Infrastructures of the state become hindered from making necessary repairs.

There seems to be a common perception about cost and state spending because of the pubic aid and education aid the states are faced with an uneven number of participation between providing for the illegals and the legal.  Budgets are short and the discussions concerning race and ethical issues have become heated.  Mostly because these immigrants that are migrant flock to the states that a providing the funds.  This seems nature, but there are requirements to receive assistance from any program illegal or not.   One requirement is that a person must have documents to collect any form of welfare assistance.  The documents can easily be forged or falsified and used to collect welfare from the multiple programs offered.  An individual does not have to have status verified to receive any public medical or educational program assistance (Pena, 2014).  

The grouping of immigrants is documented by the States and are recorded for public record.  States with the highest groups considered to be legal immigrant status fall in the state of California, New York, Florida and Texas.  This is just the documented immigrants, the non-documented also will group together in locations and establish ethnic, racial, and language networks.  This holds true for California as a welfare state offering great benefits more so than any other State, that attracts more than they can handle.  This affects the cost of living in California because statistics show Food Stamp handouts was $185 per family over the median state calculations.   It was in 1995 that California passed Proposition 187 ruling out any assistance to any illegal immigrant.  Again the Federal government step on California’s toes and ruled out the passing of Proposition 187 justifying it to be humanitarian.  The majority of illegals will not accept or apply for assistance knowing there is a chance to be caught and deported (Pena, 2014).

Working for free just to get room and board is an answer to some of the migrants, looking to leave an environment with nowhere to live or is unhealthy and dangerous. This is truly understandable; however, the immigrants do not think about the long-term effect of all the other people involved in their single actions.  It still does not make it right to the legal person that works hard, educated and pays taxes.   Immigration and Naturalization Service’s name has been changed to U.S. Citizenship and Immigration Services and is joined with Homeland Security and this team works with California to prosecute any offender falsifying, producing, distributing, and using false immigration documents (Pena, 2014).

It is the immigrants that take more from the government then they give back.  Evidence collected from the Center for Immigration Studies, the Heritage Foundation and the Federation for American Immigration Reform focus on the topics and statistic on these issues.  Griswold, 2012 stated the "aliens within the Nation's borders [should] not depend on public resources to meet their needs," and "the availability of public benefits [should] not constitute an incentive for immigration

to the United States" (pg. 2).  What this means is migration should not depend on a free handout, it should be based on one’s own integrity and willing to give back to the community.  If this was the case, there certainly would be less issues with immigration illegal or not. If a person can’t figure out how to make living in their country, what makes it different anywhere else?

After a migrant fulfills the immigration status and becomes a legalized permanent resident the Federal Government stipulates for the first five years the programs that were provided will no longer be available. This family or individual must have a legal family member take care of them, support them and to go on to naturalized citizen with full benefits.  Knowing this; immigrant will continue to use the main stream programs as long as they can get by with it because eventually they will have to give them up and provide for themselves.

If a better life is what they are looking for, then why don’t they follow protocol? This would enable them to have proper channels, direction, and welfare.  This benefits all involved help a person of integrity and will to want to make it work (Griswold, 2012).  The U.S. is not the only Country that has to deal with immigrations in 1982 when Costa Rica has decided to tighten immigration laws, they did not want to have destruction and poverty strike them.  Costa Rica wanted to be peaceful and not afraid of terrorist and violence and along with that there is monetary damage.  They wanted to remain small and isolated and for many, many years they have been.  Cost to rebuild lives and buildings can add up and some things can be replaced but relationships, family and friends from letting the wrong immigrants in to the Country could be costly and devastating (UPI, 1982).   

A future, potential president of the U.S speaks about the cost to keep illegal immigrants from crossing the border.  The plan is to make the other country pay for the cost to build the wall on the southern borders.  Reality is that criminals and no or low income people have been exporting themselves into the United States for many years.  Then they get jobs in construction and agriculture sending that money to their family back in Mexico estimating $22 billion in 2013, since then the economy has gotten better and we can guess that number has risen.  This income is taken from the American people, families, states, and government.  Mexico and other countries need to step up to the plate and take care of their own people and build a country for the people.  Giving them a better life and jobs so they do not have to flee and be immigrants to another country.  Mexico must take responsibility and build a wall to keep their people from crossing.  The cost to taxpayers has been growing yearly and in 2011 it has quadrupled to $4.2 billion. In Mexico flyers are distributed telling people how be become immigrants. This revealing flyer became known in 2005 when the LA Times published the information describing the details of how to cross the border and live undetected and do it safely without using a smuggler.  In defense of the manual the Foreign Ministry of Mexico claims they are looking out for the people if they choose to do “slip illegally into the United States”.   Each year Mexico loses its citizens to death by trying to make the trip through the deserts and it is the responsibility of the Mexican government to be responsible for these deaths.   Geronimo Gutierrez wants the U.S. to believe that it may sound like they are trying to promote illegal immigration, however they realize the people are going to try to cross and this is their way to advise the citizens of Mexico, how to do it safely.

Crime comes with immigrants also as the plane hit the twin towers in New York these were immigrants that were let into the country.  Rape and murders happen from illegal immigrants more than is new reported.  The Government Accountability Office had reported from the incarcerated aliens three million arrest and of that crime related rapes, beatings, and murder (Trump Make America Great Again!, 2016).   

These violent acts cause damage to families mentally and financially.   There has to be a remedy, a change needs to take place because there are many concerns for the welfare and well-being of the people of the United States. The government needs to put a stop all together, deal with the people that have illegal and past immigration and future immigration statuses.  Instead of Mexico advising their citizens on how to cross safely they ought to be passing out flyers of the consequences to be expected if they get caught or if any attempt is made on Mexico’s side of the border.  Patrolling on their side more keeping the people away from the wall, fences, openings, and other blockages.  Rivers and lakes are crossed which could be patrolled by Mexico.   It was not that long ago when an American was shot while riding his jet ski in Falcon Lake which borders Mexico and Texas, this lake is part of the Rio Grande where the drug-cartel has pirated the Mexican waters and any U.S. citizens crossing is terrorized or killed.  This day happened to be an unlucky one for a husband and wife day on the water.  Playing around on the lake when they were shot at from Mexico’s side after crossing to Mexico, which hit the husband and the wife was chased back across to America’s side (Jonsson, 2010).

Investigating deep into the individual’s back ground, family, origin, and geography to make a determination of whether that immigrant is worthy of citizenship in the United States.  The United States has had open arms since the beginning of time which it was immigrants that help build and destroy the country.   Change is well needed to protect what is now and to continue.  Without any protections the country will not survive.  

Humanity is an act of good judgment and nice, however there has to be a line drawn somewhere to prevent needless cost and conception.  Just knowing the illegal will get help freely from another country is the root cause for all the border crossers.  Crossing in from Mexico and Canada, Puerto Rico, and other countries any way they can, boat, feet, planes, and submarines.

The United States can’t ultimately control the numbers coming across the borders, but they sure can control how, who, and what taxpayer’s money is spent on. Regular trips to deport illegals is an option to consider, it would cost far less for a one way ticket back, fine them, finger print them and make it a 3 strick rule just like our own laws.   They are breaking the laws of their country and the U.S.  

Government owned facitilities and operations can put them to work in order to pay for the cost involved including a one way trip back to where they came from. Farming or labor could be part of the repayment plan.  The countries from which the immigrants come from should be responsible for their citizens and punish those because they are breaking the law and it is not right for any cost to fall into the hands of the American people this is why they should be put to work, pay a fine, and ship them back to their country.
