6.0 REFUSE DISPOSAL MANAGEMENT

Refuse disposal system is a system, technique for the collection, treatment and disposal of solid wastes of a community. Nowadays, people make a lot of waste such as liquid waste, solid waste, hazardous waste, organic waste, and recyclable waste. The waste roughly on municipal sources of waste. For example, the trash or garbage from households, offices, schools, market places, restaurants and other public places. Increasing of the population of a country can increase the waste. In Malaysia, Malaysia Act (Law of Malaysia), Uniform Building By-Laws (UBBL), Local Authority Guidelines, and General Authority Guidelines to be used in proposing refuse disposal systems.

Because of the environment problem, we have to learn how to handle the waste. Refuse disposal system become a very important system in the society. We can learn from the basis which is pick up the rubbish or readily throw the rubbish into the dustbin. We also must have this habit which is separate the unused thing into recyclable or non-recyclable.

In University of College Technology Sarawak (UCTS), there have many types of refuse disposal system that can be seen in the campus. It located at every corner to give convenience for user to use and help to maintain the good environment for study.

6.1 Refuse Bin in UCTS

The dustbin often seen in UCTS is stainless steel dustbin (figure 6.1 (a)). Stainless steel dustbin can see at everywhere in the campus, especially at the ground floor. This is because most of the activities are held at ground level so it might cause a lot of rubbish. The distance between two dustbins are around 13787mm and 15940mm (figure 6.1 (a)).

For the plastic garbage bin (figure 6.1 (c)), it placed at ground floor behind Lecture Theatre C (LTC) and second floor of Block 4 (figure 6.1 (d)). They put plastic garbage bin at the ground floor behind LTC because there have many people walk through there. For the Block 4, it is easier for the student to throw their rubbish into the plastic garbage bin.

Besides, plastic waste bins swing (figure 6.1 (e)) are placed at the corridor and beside the staircase. It can be seen at the first floor and second floors of the Block 1, Block 4 (figure 6.1 (f)) and Block 7. It is usually placed near the class or studio so the student can throw the smelly things inside because plastic waste bins have the cover so the smell will not easily came out.

Next, black dustbin (figure 6.1 (g)) only can founded at SDSD. In SDSD, there have two black dustbins. One is near the lift or the food counter (Hot &Roll) (figure 6.1 (h)) and the other one is near the cash dispenser (figure 6.1 (i)). The one which near the cash dispenser has the cover to cover it.

For the basket bin (figure 6.1 (k)), it is the smallest size of rubbish bin in the campus of UCTS. Basket bins are put at the corner in the male and female toilet (figure 6.1 (l)), the corner of the library (figure 6.1 (m)) and also the corner of every classes (figure 6.1 (n)) just for the little waste.

The small recycle bins are placed beside the staircase or the lift that near the oculus (figure 6.1 (o)) and for the median recycle bins, there are placed at the ground floor beside the staircase of Block 1 (figure 6.1 (p)) and Block 9 (figure 6.1 (q)). So, there have 9 recycle bins at the ground floor that we can see easily. Behind the cafeteria (figure 6.1 (r)) or beside the mini market (figure 6.1 (s)), there have three types of recycle bins which are small recycle bins, median recycle bins and big recycle bins. This is because easier for the workers from the cafeteria and also mini market to separate the recycle things into the recycle bins.

The cleaner will collect all the rubbish in the UCTS by using trolley (figure 6.1 (t)). Trolley usually is put at the Block 9. After that, they will throw the rubbish to the refuse chamber (figure 6.1 (u)). Refuse chamber is a place that temporary collect all the waste. It is located at the opposite of the cafeteria and beside the road (figure 6.1 (v)). In the refuse chamber, there have three big size of rubbish bin (figure 6.1 (w)). But now, they put the big dustbin outside the refuse chamber to easy Sibu Municipal Council (SMC) garbage truck come to collect the rubbish (figure 6.1 (x)).

6.2 Method of Waste Disposal System

There are two method of waste disposal system in UCTS which are dustbin and disposal bags and trolley. Dustbin and disposal bags are general application and the SMC garbage truck will come and collect the rubbish from road. For the trolley, the cleaner use it to carry the rubbish bags around the campus and send the rubbish bag to the big dustbins.

In UCTS, every floor have female cleaner help to clean up the office, classroom, corridor and toilet. Their jobs not only sweep and mop the floor, rub the window and wash the toilet. They also need to package the rubbish at every area. Cleaner will collect the rubbish and change the plastic bags if it is dirty or wet. If inside the plastic bag only have a little of amount of dry refuse, the cleaner just use trash pick-up tool to pick up the refuse so it will not waste more plastic bag.

If there have big amount of rubbish, the female cleaner will package the rubbish and put beside the stainless steel dustbin (figure 6.2 (a)). Around 2 o’clock and 3 o’clock in the evening, two male cleaner will use the trolley to collect all the plastic bags around the campus that already packaged by female cleaner (figure 6.2 (b)). After that, they will send the rubbish to the refuse chamber.

Next, for the cafeteria and Hot & Roll, the workers will collect their rubbish into the plastic bags. Around 4:45pm, they gather all the rubbish at their own stall and throw it to the refuse chamber. Before they throw their rubbish, they will separate recyclable materials and the waste. They throw the recyclable materials into the recycle bins where behind the cafeteria.

At night, Sibu Municipal Council (SMC) garbage truck will come to collect the rubbish at the refuse chamber. Garbage truck only come on Monday, Wednesday and Friday. They will use the road of Stadium Tun Zaidi go to the refuse chamber to collect the rubbish.
