1.3 RISK OBSERVATION

a. The first incident is happened on August 19 2017 where our Malaysian Youth and Sports Minister, Khairy Jamaludin has apologized to Indonesian over a mistake on the Indonesian flag in a booklet on the Kuala Lumpur Sea Games 2017. As everyone already know, the Indonesian flag was appeared upside down where it makes all the Indonesian citizens mad and pissed as the flag  is a symbol of pride even though the mistake was purely intentionally.  Indonesia’s flag has a red stripe above a white stripe, but it was printed the other way where the white stripe is on the top, making it look like the flag of Poland. Within hours it happened, Malaysian Foreign Minister, Anifah Aman also apologizes to the government and people of Indonesian for the “unexpected” error. Besides that, Khairy Jamaludin also said the mistake will be corrected and a new guide book will be sent to the games. Even after being apologizes by our Minister of Youth and Sports Malaysia, Khairy Jamaludin to Indonesia, they still not too happy as dozens of Malaysian websites were hacked by Indonesian hacker group called the ExtremeCrew with the message "Bendera Negaraku Bukanlah Mainan” and there was even a protest outside the Malaysian embassy in Jakarta as a NGO known as Laskar Merah Putih called for an end to diplomatic relations between the two nations.

b. Next, on Monday 21 August 2017 at the Stadium Shah Alam, two Myanmar fans were violently beaten up outside the stadium after a football match between Malaysia and Myanmar. It happened near to the Bazarena parking lot where a group of men believed that they are the Malaysian fans attacked the two victims. The Myanmar fans were punched and kicked in the face and body. Some also stole their phones and money. One of the fans was admitted due to extent of his injuries and the other one is on treatment. The organizing committee said in a statement that the incident is “highly regrettable”. "Fans are urged to refrain from chanting offensive religious or racial slurs at all times," they added. To make sure the other fans safety, with the help of Lovely Heart members they escorted the remaining fans back home.

c. Third case is local football supporters chanted an anthem containing the words "Singapore anjing (dog)" Malaysians were slammed as poor hosts after football fans chanted derogatory words during a football match between Malaysia and Singapore at the Shah Alam Stadium, 16 August 2017. Chants of "kami turun ke Shah Alam, satu jiwa sokong Malaysia, Singapore anjing dibunuh saja" (we come to Shah Alam, united in supporting Malaysia, Singapore dogs can be killed) can be heard in the viral videos of the incident on social media. Singaporeans are understandably upset and voiced out in the social media, Twitter saying that the fans are displaying a lack of sportsmanship and morals despite their team winning the game.

1.4 (a) REVIEW OF RISK OBSERVATION

In the first case, Indonesian flag was printed wrongly as it is appeared upside down on the booklet of Kuala Lumpur 2017 SEA Games. Not only that, Indonesian Youth and Sports Minister Imam Nahrawi as Indonesian side voiced his dissatisfaction from that incident through his social media, Twitter. Indonesia appears to have taken particular offense because the guidebook was distributed to VIPs at Saturday’s opening ceremony and only its flag was shown incorrectly. This has been done wrong from our Malaysia side because it is comes from the organizer of SEA Games for this season. Organizer of SEA Games this season which is Malaysia has accepted that this was their own mistake and carelessness that happened accidentally in an open international event. They might be not seeing carefully the flag before printed it out. The action of Indonesian Youth and Sports Minister Imam Nahrawi should not posted through social media because it caused a lot of negatives and unhealthy feedback from Malaysia and Indonesia. This is also will drop the great spirits for Malaysia and Indonesia’s contingents to compete in a healthy way.  

Next case, a quite big fight was happened between Myanmar and Singapore fans after Myanmar and Malaysia’s football match. This incident happened at Stadium Shah Alam in front of crowded people. This unexpectedly incident was put a shame on our country, Malaysia since it was gone viral on the social media. It is not only because the fight comes from our own residents, but also because Malaysia is the host for this year. It affected Malaysia as the victims in an injured conditions. We as host SEA Games 2017 should not show this rude actions in front of our important guests. It caused a lot of bad impacts towards Malaysia.

At football match between Malaysia and Singapore, local football supporters chanted an anthem containing the words "Singapore anjing (dog)". This incident were seeing as a very rude actions towards Singapore fans. This is one of the actions that will destroy the friendship and between our country and neighbor country, Singapore. It also will break the ties between two nations and seeing our country as not supporting each other in an international events like this. It supposedly will be a healthy tournament but some netizens destroy it with some immature actions.

1.4 (b) RECOMMENDED HOW TO AVOID, OVERCOME OR REDUCE THE IMPACT OF THE ISSUES

About an Indonesia flag, the best solution to overcome this issue is to apologize to all the Indonesian as this unexpected issues make Indonesia feels so downgraded since the flag is the most important thing that represent the country itself. As what our Minister of Youth and Sports Malaysia did as he apologize to the Minister of Youth and Sport Indonesia, Imam Nahrawi and all the Indonesia on what is happened and he will make sure the mistake will be corrected and a new guide book will be sent to the games. This actions will reduce their madness and sadness about that issues. Not only that, to avoid this happen in the future, they have to recheck carefully the booklet first before printed it out.

A big fight between Myanmar and Malaysia, we as a host SEA Games 2017 should warn them to not do such actions anymore and give them a penalty to avoid from this incidents to happen again. Incidents like this always happen every time there are any football match between other countries. The police or the organizer need to put more securities inside and outside the stadium for them to watch all the supporters easily. They also can let Malaysia fans or other country fans walk out from the stadium first. This is to avoid from encounter with each other. The police can warn them and this action will seriously put them in jail if this incident happen again.

What we can do to overcome this issues are to put more securities or police around them and warn them to remain silent if they chanted a sensitive or nonsense issues. Other than that, this kind of case will always go viral or go too fast on the internet by uploading them to the social media like Twitter, Instagram or websites. We can overcome this case to remain lay low by not uploading it on the internet to avoid from spreading too much or create a fake story.

1.4 RISK FORECAST

First, in this particular event traffic congestion might happen. This is because there are 21 roads will be closed for the closing ceremony of SEA games where it will lead to longer trip times because these drivers need to find another alternative route. Slower speeds and increasing of vehicles queuing will happen in a certain area especially to those who live in Kuala Lumpur. This will lead to other problems such as more potential accidents happen and people will not obey the rules  of traffic.

Second, an accident involving our cyclist for cycling events also need to be taken into a consideration as it is one of things that might happen if there is no safety taken. This is because, the probability for accident related to cycling is high and if this happens our players won’t get to perform well and some of them might face serious injury.

Next, management of SEA Games also needs to be cautious regarding the ticket sales. There are certain irresponsible individual that take a granted for the ticket that have been sold out by selling it back but with higher prices. This issue may lead to fans fighting out because we know the demand to come to this event is higher because it is not an every year event and luckily this year, Malaysia is chosen to be an organizer.

Conclusion

In conclusion, there are always have a risk in the small event or big event. Risk is something that we cannot avoid it even we have look carefully in every single things. It is unexpected things that happen during the event. Small or big risk are, we should not take it easy because it will give an impacts towards an event if we did not solve it well. For example, Indonesian flag issue. If we as a host for 29th SEA Games & ASEAN Para Games (Kuala Lumpur 2017) did not apologize to Indonesia, this will make them more angry and the good relationship between Malaysia and Indonesia will be affected. The crisis that happened between two big nations will affected the whole country such as economy, politics and many more. Risk cannot be avoided but we can overcome or reduce the risk with a rational actions. We need to identify the risk from all aspects and where it comes from and then we find the right solution to solve. Always think a rational actions for a long term rather than take it easy or only think the solution that only last for a short term.
